North Dakota Roots Program Job opportunities and careers are critical, but for most of us owning a home and establishing roots in a community are very much a part of our American dream. Helping new and returning North Dakotans achieve their American Dream is the goal of the North Dakota Roots homeownership incentive pilot program. Offered through the North Dakota Housing Finance Agency (NDHFA), the North Dakota Roots program is a homeownership incentive program intended to assist primary sector employers in attracting new employees from outside North Dakota. The incentive is either an interest rate reduction on a first mortgage or downpayment and closing cost assistance. North Dakota Roots
